保护环境,从我做起;低碳生活,方法多多:

1、我们不能再和塑料袋“做朋友”了,要多使用布袋,如果实在想和塑料袋“做朋友”,那就只能一心一意。

2、生活中我们肯定用了不少纸盒、瓶子,那么多材料我们可以直接回收,或者废物利用。我们可以把瓶子洗净,用来继续喝水;我们可以在瓶子盖头上戳几个小洞,把已用过的水灌进去,变成一个浇花器;我们可以把废盒子的顶部剪去,再在竖着的另外四面进行装饰、修剪花纹,可以做成一个收纳盒……自己动手,发挥想象吧!

3、我们每人家里都要用水,洗脸用水、洗菜用水……我们每天都要用水,那么全球淡水资源肯定会日益紧张,所以我们要节约用水。淘米水很有营养,我们可以把脏东西过滤出来后用来洗脸,洗完后可以冲马桶;我们可以用淘米水洗菜,洗菜水浇花……如果每人省一盆水,中国就能省13多亿盆水,整个世界一天就能省70多亿盆水,多么庞大的数字啊!

水利部最近公开的20xx年1月《地下水动态月报》显示,全国地下水普遍“水质较差”。具体来看,水利部于20xx年对分布于松辽平原、黄淮海平原、山西及西北地区盆地和平原、江汉平原的2103眼地下水水井进行了监测,监测结果显示:iv类水691个,占32.9%;v类水994个,占 47.3%,两者合计占比为80.2%。

尽管公众对地下水污染不乏直观了解,但超八成地下水遭受污染威胁的监测结果,还是让人惊悚。这意味着,不止地表水已被大面积严重污染,就连那些视线难以企及的浅层地下水,也难逃污染魔咒。这也意味着,鉴于水体修复的艰难,地下水污染的治理远比地表水体更复杂,尤其是重金属污染、持久性有机物污染很难被传统水处理工艺消灭。

当务之急,一方面,必须以最严厉的措施斩断污染企业的随意超标排放,特别是在重金属污染、持久性有机物污染方面,更要毫不犹豫采取措施,并确保落实,先改变污染不断加剧的趋势。此前媒体曝光的某地多家企业“将污水排到1000多米水层污染地下水”等情形,必须彻底铲除,任何来自权力与资本的阻挠,都不应该动摇治理决心。

与治理雾霾一样,对那些心存侥幸、欺上瞒下的市场主体,理应采取最严厉的罚则,甚至可以研究制定退出机制,使土壤和水免于遭受更严重的污染。政府监管部门也应该负起责任来,既不能敷衍塞责,采用应付、糊弄的做法,默认甚至纵容污染企业肆意破坏我们的生命之源,而对于那些奉gdp为圭臬的地方政府,不妨课以行政和司法问责。

另一方面,还应该从长计议,以顶层设计制定最严格的地下水管理措施。去年4月,国务院印发《水污染防治行动计划》,明确提出,全面控制污染物排放,切实加强水环境管理,到20xx年,全国七大重点流域水质优良比例总体达到75%以上,城市建成区黑臭水体总体得到消除,城市集中式饮用水水源水质达到或优于Ⅲ类比例总体为95%左右。

也要注意到,这个被称为史上最严的“水十条”,更多关注的是地表水的概念,地下水尚未进入治理视野。当然,浅层地下水的污染,与地表水的污染存在 “相互影响”的关系。举凡浅层地下水被污染的区域,其地表水也一定被严重污染。这样的互动关系恰恰说明,在水污染的治理上应该标本皆治,协同治理,同步进行,而不能只是单向突进。

尽管目前的《水污染防治法》对地下水污染有专章规定,但是,地下水排污在中国没有严格、明确的规范,基本上处于一种放任自流的状态。应该尽快提高对地下水污染的认知程度,并出台同样严厉的治理措施。我国地下水污染已经到了不得不正视、不得不从根本上遏制的时候了,再不治理,不仅农村地区,城市也将难有清洁的水源。

说到底,地下水污染治理,信息披露不是问题,也并不存在技术上的门槛,关键在于行动,而不能只是喊“狼来了”;关键在于我们是不是真的有决心转换发展方式,是不是愿意从以往粗放式、以牺牲环境和民众健康为代价寻求发展的思路走出来。水,既是我们生活的必需品,也是一个社会的公共品,其公共特征决定了,政府在这一问题上责无旁贷。
